A proposed R15bn gas-to-power plant in the financially struggling Matlosana municipality, which includes Klerksdorp, is facing growing criticism. Energy analysts and local councillors have voiced concerns about the project’s feasibility, regulatory compliance, and the credibility of its developer, Urban Blue International.
The company, Urban Blue, intends to finance, build, operate, and eventually transfer the plant to the municipality over a 20-25 year period. The project is planned under a build-operate-transfer (BOT) public-private partnership (PPP) model.
