Kazakhstan is celebrating significant achievements in its oil and gas industry, with oil production having increased fourfold since the nation gained independence. This progress was highlighted by President Kassym-Jomart Tokayev during a solemn ceremony at the Akorda Palace, where he addressed key milestones and future prospects for the sector.
Celebrating Anniversaries and Achievements
The President began his address by noting that Kazakhstan’s oil and gas sector marked its 125th anniversary last year. This year, several important events further underscore the industry’s historical significance. The Atyrau refinery, one of the country’s major facilities, was commissioned 80 years ago. The Shymkent refinery celebrates its 40th anniversary, while QazaqGaz National Company marks 25 years since its establishment. These milestones collectively demonstrate the enduring importance of oil and gas to Kazakhstan’s national development.
Strategic Importance of Oil and Gas Resources
President Tokayev emphasized that oil and gas remain strategically vital resources for Kazakhstan. The sector not only defines the country’s economic value but also underpins its prosperity. As a leading player in the global oil market, Kazakhstan has seen its annual oil production grow fourfold over the past decades, with output expected to soon reach 100 million tons per year.
Modernization and Domestic Energy Security
In addition to expanding production, Kazakhstan has prioritized deep conversion of oil resources to maximize value. Three major refineries—Atyrau, Pavlodar, and Shymkent—have undergone comprehensive modernization to fully meet domestic market needs. As a result of coordinated efforts across the industry, nearly 13 million citizens now have access to piped gas, significantly improving energy security and quality of life.
Large-Scale Projects Driving Future Growth
Looking ahead, President Tokayev outlined a series of unprecedented large-scale projects currently underway. Construction is progressing on a new gas processing plant at Kashagan and on the second string of the Beineu-Bozoi-Shymkent gas pipeline. These projects are expected to further enhance Kazakhstan’s energy infrastructure.
The government is also planning to launch major petrochemical initiatives that will generate approximately 20,000 jobs. Among these is a polyethylene plant being developed in partnership with foreign investors, with total investment exceeding $7 billion USD. Additionally, development is beginning on large offshore fields such as Kalamkas-more and Khazar, backed by investments surpassing $6 billion USD. Notably, construction of offshore platforms will be undertaken at domestic shipyards—a significant milestone for Kazakhstan’s industrial capabilities.

President Tokayev stressed that these projects will play a crucial role in strengthening Kazakhstan’s energy potential and supporting progressive economic growth for all citizens.
