The U.S. House of Representatives has passed a significant bill that would allow gasoline containing 15% ethanol, known as E15, to be sold nationwide throughout the entire year. This legislation aims to provide drivers with cheaper fuel options while boosting demand for corn, a key ingredient in ethanol production. The bill, approved by a vote of 218 to 203, removes seasonal restrictions that currently limit E15 sales during the summer months due to environmental concerns about smog.
Ethanol is a biofuel made primarily from corn, and its increased use in gasoline blends is seen as a way to support American farmers, particularly those growing corn for ethanol production. In Tennessee alone, about 40% of the state’s corn crop is used to produce ethanol. Farmers like Randy Gilliam of Gilliam Farms highlight that their yellow corn is primarily destined for animal feed and ethanol, rather than the sweet corn commonly found in grocery stores.
The proposed expansion of E15 sales is expected to create new opportunities for farmers by increasing ethanol demand. However, this could also lead to higher costs and labor demands for corn producers as they respond to the increased need for raw materials. Additionally, gas prices have been volatile; for example, prices in the Tennessee Valley have risen by approximately $2 compared to last year, which complicates predictions about how much consumers will save at the pump.
Supporters of the bill argue that E15 fuel is generally cheaper than regular gasoline by five to fifteen cents per gallon because it contains more ethanol. Megan Cooper, a spokesperson for AAA Tennessee, noted that most vehicles manufactured since 2001 can safely use E15 without issues. However, some gas stations would need to upgrade their equipment to handle the new blend if the bill becomes law.
The bill’s passage in the House marks progress after previous setbacks where similar provisions were removed due to opposition from refining states and concerns over regulatory costs. Refiners warn that tighter rules on exemptions from Environmental Protection Agency (EPA) biofuel mandates could increase compliance expenses, particularly for smaller refineries. The American Soybean Association also expressed concern that increased corn ethanol demand might negatively affect soybean farmers.
Environmental regulations currently restrict E15 sales during peak summer months because higher ethanol blends can contribute to greater carbon emissions in warmer weather. The EPA issued a waiver in March 2026 allowing E15 sales nationwide during the summer driving season for the first time. The new legislation seeks to make this waiver permanent and nationwide year-round.
Farm groups and lawmakers from agricultural states have welcomed this move as essential for supporting rural economies and helping farmers recover from recent financial losses amid rising input costs like fertilizers. Bryan Goodman from the National Corn Growers Association emphasized that this bill is critical as farmers face their fourth consecutive year of net losses.
Despite strong support from farming communities and biofuel producers, the bill still faces challenges in the Senate where it requires a 60% majority vote and eventual approval from President Donald Trump to become law. If enacted, it could reshape fuel markets by increasing biofuel use, lowering gasoline prices for consumers, and strengthening domestic agriculture sectors reliant on corn production.
