Methane, a potent greenhouse gas, is at the center of a debate in New York regarding how its impact on climate change should be measured. Currently, New York uses a 20-year time frame to evaluate methane’s heat-trapping effects, reflecting its high potency over short periods. Methane traps about 80 times more heat than carbon dioxide in the first 20 years after release, making it a critical target for climate policies. However, Governor Kathy Hochul has proposed shifting to a 100-year measurement period, which would significantly reduce the calculated warming impact of methane.
This proposed change is part of an effort to revise New York’s landmark 2019 climate law. The original law was considered among the most ambitious in the world due to its recognition of methane’s short-term potency. By adopting the longer 100-year time frame, methane’s warming potential would be counted as roughly 30 times that of carbon dioxide, down from 80 times over 20 years. This shift could lessen regulatory pressure on industries such as waste management, agriculture, and natural gas production—sectors that contribute substantially to methane emissions.
Methane emissions come from both natural and human sources. Globally, about 40 percent originate from natural processes like wetlands, while human activities including farming, landfills, and fossil fuel extraction account for around 60 percent. In New York State, landfills contribute over half of methane emissions, with agriculture responsible for up to a quarter. Natural gas production and transportation also leak methane into the atmosphere during extraction and distribution phases.
Governor Hochul’s office argues that changing the metric aligns New York with most other states and global standards. They emphasize concerns about affordability and energy reliability amid rising fuel prices and geopolitical tensions affecting supply chains. The governor supports an “all of the above” energy strategy that includes natural gas alongside renewables like solar and wind. Critics warn this approach could undermine efforts to rapidly reduce greenhouse gases and slow climate change.
Scientists and environmental advocates strongly oppose the proposed metric change. Over 65 experts from leading universities have urged the governor to maintain the current 20-year standard. They argue that reducing methane emissions quickly is one of the most effective ways to limit global warming and prevent dangerous climate feedback loops. Methane’s short atmospheric lifetime means cutting its emissions can slow temperature rises much faster than focusing solely on carbon dioxide.
The debate also touches on how New York accounts for methane emissions from natural gas sourced out of state. The existing law includes emissions from supply states like Pennsylvania and West Virginia in New York’s totals. Governor Hochul’s proposal seeks to remove this requirement, which some scientists say could underestimate actual methane pollution linked to New York’s energy consumption.
As New York balances environmental goals with economic and energy concerns, this policy decision will influence how aggressively the state targets methane pollution from natural gas and other sources. The outcome may shape broader national discussions on greenhouse gas accounting methods and climate strategy moving forward.
